Con Edison Food Spoilage Claims: The Complete Guide
Updated July 3, 2026 ยท Independent guide by Meltek โ not Con Edison
If a Con Edison power outage spoiled your groceries or refrigerated medication, you may be able to get reimbursed โ but most customers have never heard of the claim form, and many who find it get tripped up by the fine print. Plenty of long-time ConEd customers only discover this page exists after their second or third outage.
This guide walks through exactly who qualifies, what you can claim, the documentation thresholds, and the single biggest reason claims get denied: the outage was caused by a storm.
Who qualifies for reimbursement
Con Edison reimburses residential customers for food and prescription medication spoiled during an outage that meets two conditions: the outage lasted more than 12 hours within a 24-hour period, and it was caused by a failure in ConEd's own local distribution system.
That second condition is the one that catches people. If the outage was caused by a storm or another condition ConEd considers beyond its control, the claim will not be paid. After big weather events, entire neighborhoods file claims and get denied for exactly this reason.
How much you can claim
The reimbursement rules differ for food and for prescription medication.
| Claim type | Limit | Proof required |
|---|---|---|
| Food, up to $280 | Included in $655 food cap | Itemized list only (all fields completed) |
| Food, $280 to $655 | $655 maximum for food | Itemized list plus proof: receipts, register tapes, credit card statements, canceled checks, price labels, or photos of the spoiled items |
| Prescription medication | Separate from the $655 food cap | Itemized list plus a pharmacy receipt showing the medication, amount paid, purchase date, and days of supply |
The 30-day deadline and how to file
Claims must be filed within 30 days of the outage date. You can file online through the residential spoilage claim form, or download a paper form to email or mail in โ worth knowing, because some customers report the online form failing to submit.
The online form asks for your contact details, account number, the outage start and end times, and an itemized list of what you lost (you can enter up to 20 items manually, or attach a spreadsheet or photo list โ up to 10 files, 5MB each, 15MB total).
ConEd asks for about 30 days from submission to investigate and respond. Do not include your Social Security number anywhere on the claim.
What to do if your claim is denied
First, check the denial reason. If it cites a storm-related outage, the tariff exclusion applies and an appeal within ConEd is unlikely to succeed. If you believe the outage was actually an equipment failure, or your documentation was rejected, respond with additional proof: dated photos, the outage timeline from your ConEd outage alerts, and your itemized list.
If you can't resolve it with ConEd directly, you can file a complaint with the New York State Department of Public Service, which oversees utility claim disputes. Some customers have also escalated through their City Council member's office after widespread outage events.
Businesses: commercial spoilage claims
Commercial customers have a separate claim form for refrigerated perishable merchandise lost in a non-storm outage, with its own documentation requirements and claim limits. If you run a restaurant, bodega, or grocery, use the commercial form, not the residential one.
Frequently asked questions
- Will Con Edison reimburse me for spoiled food after a storm outage?
- Generally no. ConEd's tariff only covers outages caused by failures in its own local distribution system. Outages caused by storms or other conditions beyond its control are excluded from reimbursement.
- How long do I have to file a ConEd spoilage claim?
- You must file within 30 days of the outage date. ConEd then takes roughly 30 days to investigate and respond.
- How much will ConEd pay for spoiled food?
- Up to $655 for food per residential claim. Losses up to $280 need only an itemized list; losses between $280 and $655 also require proof such as receipts or photos. Spoiled prescription medication is reimbursed separately and does not count against the $655 food cap.
- Does my outage qualify if the power flickered on and off?
- The outage must total more than 12 hours within a 24-hour period. Keep your outage alert texts or app notifications โ they help establish the timeline.
- Can I claim a broken appliance or lost wages from an outage?
- Not through the spoilage claim. Damage to motors, equipment, or appliances is not reimbursable under the electric rate schedule. There is a separate general claim form for non-outage property damage situations.
